The Mayor Sez...
Forty years have passed since I first served as Mayor of Odebolt. Many changes have taken
place; many people have come and gone; many businesses have changed hands and many businesses are still going strong; and some
new businesses have started up. Odebolt is still a good place to live, has a good school for our kids, and is a good place to
do your business. We have five fine churches with many years of longevity. Our organizations are strong with good
leadership. We have an active Chamber of Commerce, many active rural groups, and on and on. Surely, if I tried to
mention everyone I would forget someone and then be in "hot water" with that group. Please forgive me.
We have one of the best First Responders (fire department, ambulance crew and police department) in the county, if not the
state. What does the above mean? It means that Odebolt will endure, no matter what.
Now, then, as I said forty years ago, "if your dog barks a lot, especially at night, tell it
to keep quiet!".

Odebolt Business Community Mourns
Hometown Printer and Publisher
Over 40 years experience of newspaper publication and commercial printing came to an end Friday, September
19, 2003 when Robert "Bob" Miller lost his long battle with ill health.
Services for Bob were held at 10:30 a.m. Tuesday, September 23 at St. Martin's Catholic Church in Odebolt.
Bob's interest in printing and publishing began in 1956 when he was just a sophomore in high school. He worked
in the printing department of The Odebolt Chronicle, then owned by the Wagner family and continued working there through high school
graduation from Odebolt-Arthur in 1959 until enlisting in the Army in 1962.
He married LaDonna Gehring in 1962 and served in the US Army, being discharged in 1965. The couple then
returned to Odebolt and Bob resumed his position at The Odebolt Chronicle. He was named manager of the business in 1973 and
purchased The Odebolt Chronicle in 1974 from the Wagner family.
In 1979 Bob purchased The Early News. He acquired The Observer, The Wall Lake Blade and The
Breda News in 1982 from Wm. F. Schrader of Wall Lake. The Breda News was sold in 1996.
In 1984 the Odebolt and Early papers were merged into The Chronicle - Odebolt-Early Edition.
In 1997, the Wall Lake Paper, then The Chronicle - Wall Lake Edition, was included to create one weekly newspaper serving
the Odebolt, Early and Wall Lake communities.
In May of 1998, the Millers announced the sale of their business, Miller Printing and Publishing, to
Jerry and Rebecca Wiseman of Armstrong due to Bob's health problems. Bob was named manager of the commercial print shop
and retained that position, working as health permitted, until his passing.
Bob leaves a void in the Odebolt office that cannot be filled but his voice will echo throughout
the rooms - a constant reminder of this dedicated man.
"The trials of life are resolved into peace when a soul finds its way to the
light."
Candidates file for November 4 City Elections - The following have filed papers in Odebolt
for City Council: Todd Bengford, and incumbents Keith Flink, Butch Hemphill and Jim Scott. Three council
seats are open: an unexpired 2-year term presently filled by Scott, and two four-year terms. Residents must be
registered no later than 5 p.m. on Monday, October 20 in order to vote.
The ONRC Auxiliary met Thursday, September 18th. Elaine Neumann was welcomed as our new
Director of Nursing. Plans were made for the Bazaar which will be at the St. Martin's Church in Odebolt on Saturday,
October 4th.
The afghan and quilt, to be given away at the bazaar, are now being displayed in the various
banks within the area. Tickets may be purchased at these banks or from Auxiliary members.
A nominating committee, to select next year's officers, was appointed. Volunteers are needed to
help make crafts for the residents' booth at the bazaar. Volunteers are also needed to assist folks who wish
to play Bingo, but have trouble because of poor eyesight.
Odebolt Firefighters raised $1,302.33 to benefit the Muscular Dystrophy Association on Labor
Day weekend. MDA appreciates the citizens of Odebolt, especially the firefighters, for making this year's
"Fill the Boot" program a success.

Deaths: Robert L. Miller, 61, of Odebolt passed away Friday, Sept. 19, 2003, at St.
Luke's Hospital, Sioux City, Iowa, following a lengthy illness.
Funeral services were held Tuesday, Sept. 23, at St. Martin's Catholic Church in Odebolt
with Father John McGuirk officiating. Arrangements were under the direction of Farber and Otteman Funeral Home in
Odebolt.
Military graveside rites were performed by American Legion Post No. 313, Odebolt,
IA. Final resting place is the St. Martin's Catholic Cemetery, Odebolt, Iowa.
Robert was born Dec. 14, 1941, the son of Leo and Irene (Dinges) Miller, in
Odebolt. He was baptized and confirmed at St. Martin's Catholic Church. He graduated from Odebolt High
School in 1959.
LaDonna Gehring and Bob were united in marriage on Dec. 29, 1962. He served
in the U.S. Army from 1962 - 1965, during the Vietnam era, serving in the Army Security Agency as a
Specialist 5th class. He was awarded the Marksmanship Honors.
Robert owned and operated the newspaper and publishing business, Miller
Printing & Publishing, and farmed, retiring in May of 1998. He was a member of St.
Martin's Catholic Church and served on the Board of Directors. He was involved with
community affairs, including serving on the Odebolt Rotary Club, Mayor Pro-tem of Odebolt, as a
City Council member, Odebolt Jaycees, Odebolt Fire Department, Odebolt Centennial Committee and as
a member of the Iowa Press Association, where he also served as President and held many offices.
Bob had special memories of time spent with family and friends at
home, at work and on vacations. He enjoyed snowmobiling, hunting, trapping and fishing. He was
always a hard worker and strived to do the best for his family. All the years following the
deterioration of his health and his having to give up doing many things he loved, he never
once complained. He always accepted life as it was dealt and took pride in any of his family's
accomplishments.
He is survived by his wife, LaDonna; a son, Steven Robert of
Odebolt; a daughter, Staci Leigh of Schaller, Iowa; his mother, Irene Miller of Odebolt;
two brothers, John of Cushing, Iowa, and James of Sioux Falls, S.D.; three grandchildren.
He was preceded in death by his father, Leo; and a sister,
LaDonna Costley.

SILO PASSES! The 1% sales tax increase (SILO) vote was passed in Sac County on 9-30-03. It also passed in the Odebolt -
Arthur School district by 281 yes votes to 14 no votes. This will mean approximately $ 240,000 per year will come to the O-A School to be used
for buildings and equipment. - Vicki Beckman

September 18, 2003 The Mayor Sez...
Sept. 30th Sac County voters will decide whether, or not, local school districts will participate in
the local option one-cent sales tax for the state-wide pool that shares funds collected by this one-cent sales tax.
Here is the important part. If the voters of Sac County approve this tax by over 50%, we are a recipient
county and the amount of money we receive from the county tax will be increased by the state-wide pool to equal what other counties are
receiving per student.
You are paying this penny already if you shop in most of the cities around us; their schools are receiving it, but
we are not. You will not pay tax on any product or service that you are not already paying the 5% sales tax on. Passing
this one-cent tax means that Sac Co. school districts can get back some of the money that has been going to school districts in other
neighboring communities. This local option rate cannot exceed one cent. The referendum will be passed for a period of ten
years. Uses for SILO tax funds and interest are limited by law to infrastructure purposes. For example, it cannot be used
for teachers' salaries.
I strongly urge you to pass this local option one-cent tax as it will vastly improve our chances of keeping OA
going for some time to come. For more information on SILO, contact one of the Sac County's Superintendents.

The Mayor Sez...
From the many comments I get on
my "Mayor Sez..." column, I know I have quite a
few people "tuned in" each week. I want each
and everyone of you to know that I appreciate it. You
don't necessarily agree with me sometimes, but as you know I
am simply trying to get you to "scratch the gray
matter." Many of my items are city items and
simply "awareness messages." Other items are
community advocacy items with only one thing in mind and
that is focus and directions for the good of our
community. You have heard me say it over and over, and
I will keep saying it as long as I can, that our
organizations and volunteerism is what makes Odebolt the
city that it is.
There are really only 3 kinds of
people in any rural/urban community: the "doers and
shakers"' the ones that do something and wish they
could do more but can't for one reason or another; and last,
but not least, the people that constantly find fault and
criticize others. Fortunately, our community is made
up of the first two kinds of people (just a few make up the
latter and everyone knows who they are.)
I am compelled to mention that
there is a 4th category of people in Odebolt. They are
a kind of people that get their names on the daily police
activity sheets for one reason or another. If you saw
the things that they do, it would be easy for you to see why
we need our police dept., now more than ever.
We have endured for 125 years and
we will hopefully go for another 125 by all of us banding
together and doing what is best for Odebolt.

5th Street.
The ODC will be treating racers and

The Mayor Sez..
Memorial Day, the 4th of July, and now Labor Day are behind us for the year 2003. The meaning of the above is quite
clear; summer is almost gone and fall is nearly here. (Sounds like the lyrics of a song, doesn't it?)
Anyway, one of the most beautiful seasons of Iowa is almost here and that means leaves, lots of leaves. Please do
not rake them into the street as it does clog our storm sewer system.
Now then, we have a very important school board election coming up. The future of our school is on the line and
I urge you to vote for the candidates of your choice. If you have questions about where each candidate stands, call them and get an
answer. Remember, the school board sets policy, hires and fires; the superintendent is hired to carry out that policy, no more, no
less!

R.J. Rex, Mayor
Area School Board Elections - Area school districts will go to the polls next Tuesday, September 9 to elect
directors for their local school boards.
Polls will be open from noon until 8 p.m. Residents of the
Odebolt-Arthur School District will vote at the Odebolt Fire Station or the Arthur Senior Center. The district has two school
board positions open with incumbent Bob
Daiker, Vicky Beckman and Roger Buehler vying for the two seats. (See a link to
interviews with the candidates in the column to the right.)
Vote on SILO is September 30 - Sac County voters will decide whether or not local school districts will participate
in the School Infrastructure Local Option Tax (SILO), which will collect one cent more sales tax, on September 30th. By passing
SILO, school districts in the county participate in a state-wide pool that shares the funds collected by SILO.
A simple majority is needed to pass SILO. There are some things to consider however. If SILO is
approved by the voters of Sac County, it will be collected throughout the county only on items that sales tax is currently collected
upon. However, if a particular school district votes no, and the measure still passes county-side, the tax will be collected in
that school district, but that district will not receive any funding that is collected by the state-wide pool.
For instance, if SILO is approved, but the Sac County towns don't approve it, people will pay the extra penny
for items that sales tax is collected upon. The Odebolt-Arthur,
Schaller-Crestland, and Wall Lake View Auburn districts,
however, would not receive any of the money collected. It would go into the state-wide pool to be divided up by those school
districts that passed SILO.
O-A, S/C and WLVA would be recipient schools. That means that the school districts would receive
more money from the state than is actually collected locally by SILO. Larger communities that have a bigger retail
shopping base would contribute more to the state-wide fund, because they have more sales. Places like Fort Dodge, Sioux
City, Des Moines, and Spencer would be considered donors, putting more into the state-wide pool than their school district
gets back out.
O-A, S/C and WLVA stand to gain $270 more per student should SILO pass. The funds can only
be used for certain items which include construction, reconstruction, repair or demolition, equipment purchases such as
computers or buses, and other like items.
The funds can not be used for salaries.
One thing people need to consider is they are already paying the extra sales tax when they shop
in many neighboring communities, including Carroll, Fort Dodge, Spencer, Storm Lake, Des Moines, and many
more. They will continue to pay that when they shop in those communities whether or not SILO passes in Sac
County. Passing SILO means that Sac County school districts can get back some of the money that has been
going to school districts in those other communities.
City Council Seats Up for Election - The election of city council members and mayors will be
coming up in Sac County towns in November. Filing deadline is 5 p.m., Thursday, September 18. Nomination
papers must contain a minimum of 10 signatures of eligible voters from the community. City council openings in Odebolt
are those presently held by Councilmen Butch Hemphill, Keith Flink and Jim Scott.
